History of the Office

  • Developed out of Governor Doyle's KidsFirst Agenda initiative through the Department of Health and Family Services (DHFS)
  • After a Request for Proposal (RFP) process issued by the DHFS in Fall 2004, the Planning Council for Health and Human Services, Inc. was selected to administer the office
  • The Office of the Milwaukee Ombudsman for Child Welfare (OMOCW) began accepting complaints on June 13, 2005
  • On July 1, 2008, the OMOCW contract moved from the Department of Health and Family Services (DHFS) to the Department of Children and Families (DCF)
  • On June 30, 2010, the OMOCW contract with the State expired. The interim complaint resolution process has been moved to the Department of Children and Families while a new contractor is selected to implement a new external complaint resolution process.
